Local Agenda 21

The origins of Local Agenda 21 are at the Global Conference on Environment and Development held in Rio de Janeiro in 1992 (Earth Summit Meeting). The Agenda 21 Santa Coloma aims to define and pursue a strategy of development in our city that is sustainable social, economic and environmentally, to meet the current needs of our population without compromising the needs of our children.

With the implementation of Agenda 21 Santa Coloma we are helping to improve our local environment while contributing to sustainable development of our planet.

Achieving the goal of sustainability involves a great effort because it affects how we develop our social and economic life, including our relationship with the population. The survival of our way of life depends on a delicate balance between maintaining biodiversity, human health and air quality, water and soil. Therefore, to be sustainable, we must achieve:
1. The consumption of natural resources does not exceed the capacity of natural systems to regenerate.
2. The pace at which we released contaminants does not exceed the capacity of medium by absorption. At the world there is an unequal distribution of wealth and consumption: 20% of the world's population, corresponding to the more developed countries, consumes 80% of available resources.
3. That has improved social justice and democracy.
4. We have to be overcome cultural patterns where the current quality of life, it is identificate with possession of property and the indiscriminate use of resources.

The process started in 1999

The necessity of sustainable development in 1999 was prepared by the Municipal Environmental Audit of Santa Coloma de Gramenet and started the process towards Local Agenda 21, our city is a pioneer in Catalunya in this sustainable development process. This first phase of audit, which show the picture of the environmental situation of Santa Coloma, was conducted by specialists in the field and attended social and economic agents of our city. The objective of citizen participation in this first phase, which organized discussion sessions, was to create a framework of encounter, discussion and exchange of ideas that would allow technicians to identify the priorities of citizens facing problems environmental, social and economic Santa Coloma. From that audit, and the consensus of all socio-economic, cultural and politicians who participated actively in the process, emerged the environmental action plan towards sustainability which was signed in full by the council in March 1999.

Environmental action plan

The Action Plan is structured around 10 strategic lines of action or objectives of sustainability. To achieve the strategic objectives of each line defining the actions and concrete actions necessary for each Action defining the degree of priority, those responsible to complete, scheduling in time, the necessary budgets, funding sources and indicators to evaluate the achievement of objectives. The objetive of local indicators of sostenibiltat is to collect updated data on the environmental situation, social and economic development of the municipality, to take measures at by the municipality, local progress towards sustainability, such as disclosure of those the population and the social partners for their understanding and co-ownership.

The Agenda 21 is a dynamic strategy is needed to update. The action plan has been revised since its adoption ido incorporating new commitments within the Agendas 21 (Hanover agreements, commitments Aalborg +10, etc.) adaptation to new regulations and generally to the current needs of our city and Planet.

The process of Agenda 21 since The Rio summit to present.

After the meeting the Earth Summit in Rio de Janeiro, Santa Coloma is adiere commitments and signing of the Letter of Alborg, originated during the year 1994.

1st European Conference on Sustainable Cities held in the Danish city of Aalborg. In this city, a group of towns and villages of Europe are committed to developing their Local Agenda 21 in Europe. Then they celebrate the
2nd European Conference on the Sustainable Cities 1996 in Lisbon, where we review the development and implementation of Local Agenda 21 and is generated document called the Charter for Action which aims at deepening the process of development agendas 21. The years 1997, driven by the Barcelona’s diputation, takes place in Manresa on 1 st meeting of the Network of Cities and Towns towards sustainability. In July 1997 setting up a network of Catalan cities to share experiences, knowledge and actions towards sustainability and signing the Declaration of Manresa. The February 2000 in Hanover, it celebrates the 
3rd European Conference on Sustainable Cities. One of the fruits of the conference is the Declaration of Hanover. 10 years after the Earth Summit Meeting in 2002 the United Nations General Assembly welcomed the World Summit Meeting on Sustainable Development in Johannesburg (), "Rio +10" which reaffirms the commitment to sustainable development and reviewed the implementation of agreements prisoners to the Meeting of Rio summit. Finally, the 'year 2004 is celebrated
4th Conference on Sustainable Cities and Towns, Aalborg +10 which evaluated the progress in the implementation of Local Agenda 21.

From these pages you can see the Agenda 21 of Santa Coloma de Gramenet, where they regrouped elements that reflect the current status of each of the lines that form the Strategic Agenda 21, the actions undertaken and which are provided in order to achieve sustainable development of our City. The achievements of the goals of Agenda 21 sustainability of Santa Coloma is a thing of all. So as a guide you can find in these pages some recommendations that we can all continue in our daily lives as long as collaborate in the development of our planet and we do so in the most sustainable way possible.
We need to involve us personally in the process of revising our habits of behavior, such as how to buy, to consume energy, water and products. Target sustainable development, we not only ensure a better environment, but also to favour the company achieved some principles and values that govern our behavior in our society and in front of our environment.
